Auto Insurance Claims: indiana auto claim, rapid assistance, fault insurance

my son, and active us sailor, was home on holiday leave and was struck by another insured driver and his car was damaged,no personal injury.  We have tried without much success to contact the at fault insurance company to secure a rental car and start the auto repair process by can't seem to get any interest from the insurance company.  he has to report back to base in a few days and is unsure of how he is going to get there.  Are there any key words to use in the conversation with the adjuster?

Hi Jim,
I'm sorry to learn of your son's problems.  If he carries full coverage (including collision) on his car, I suggest that he report this accident to them, have them do the repairs and recover from the adverse company.
The adverse insurance company can't make a commitment to pay nor arrange a rental car until they have a report from their own insured stating that he/she was at fault.
Your son should try to reach the supervisor of the claims aduster tomorrow to get a better idea of the status of this situation.
