Auto Insurance Claims: Parking Lot Scratch, white paint, rubber bumper

I misjudged the narrowness of a space in a parking lot and very gently touched the rear bumper of the car next to me.  I had already made a full stop because of some kids who were running across the parking lot, so the movement was very gentle.  The owner came running out, and we both saw a very tiny smudge of white paint on his black Acura.  I have a white Buick, but it has a rubber bumper all around that is black, so I'm not even sure if this is damage that I caused.  I could not feel a dent but there might have been a small (1/4 inch) scratch.  It looked like something that could be easily fixed, so gave him my name and number and asked him to get an estimate and call me.  I was shocked when he said it would cost more than $600 to fix - supposedly it can't be fixed with Bondo because the bumper is plastic, so the whole bumper would have to be replaced.  I asked him to get another estimate but the lowest was $525.  Am I obligated to replace the guy's entire bumper when all I did (if I did anything) was barely touch the other car?  I'm in California if that makes any difference.  We didn't call the police so there is no report.

Unfortunately, yes. Even though the damage was minimal, you are responsible for whatever it takes to restore the vehicle. If the bumper can not be repaired and has to be replaced then thet is just what has to be done in order to restore the vehicle.

You should only agree to pay the $525.00 (the lower of the estimates. But you should only make the payment in exchange for a signed release form. That way he can not come back later claiming it cost even more.
