Auto Insurance Claims: claims, cell phone number, responsible party

can i file a claim with my insurance company if all i have is the driver's license and cell phone number information of the person who crashed my car. can my insurance get his insurance information to proceed with a claim and how difficult can it get?

I would go ahead and file a claim.  Your insurance company will repair your vehicle and will then start subrogation proceedings against the responsible party.  He will likely provide his insurance information at that time.  If your company is able to collect the money from him or his insurance company, they will refund your deductible back to you.
