Auto body repair & detailing: 84 Fiero, wet sandpaper, warm soapy water


Question
 I just bought this car, and the car was sitting around and the bottom of the car was surrounded by grass, and the bottom part of the car's paint is almost new, cause the sun messed up the paint on top, the paint is on but not shiny and when you touch the top part of the car, your hands get full of paint, do you think that if I spray the car with clear, maybe the this could fix the paint, or look better, let me know your opinion, and if it's possible let me know how to prepare the paint, for clear.

I'M A LITTLE CONFUSED AS TO WHAT YOU MEAN WHEN YOU SAY THE PAINT COMES OFF ON YOUR HAND. THE FINISH ON THE METAL PART
OR PANELS OF THE CAR ARE GOING TO GENERATE THE MOST HEAT AND THUS, BAKE AWAY THE CLEAR COAT, WHILE THE PLASTIC OR
URETHANE FENDERS AND DOOR PANELS REMAINED IN GOOD CONDITION.

IT'S A LITTLE TUFF TO GIVE YOU MY OPINION WITHOUT A VIEW OF
THE CAR OR WHAT COLOR IT IS.SOMETIMES EARLY OXIDATION CAN BE
CURED WITH SOME LIGHT CUT, OR WHITE POLISHING COMPOUND.
I WOULD TRY THAT FIRST AND IF THERE'S NO HOPE THEN A SHEET
OF 320 OR 400 WET SANDPAPER IN SOME WARM SOAPY WATER.

SQEEGIE IT SMOOTH AND CONSISTANT AND APPLY SOME NEW CLEAR.

      THIS IS THE BEST I CAN DO WITHOUT A VIEW.
