Auto body repair & detailing: 84 Fiero, oxidized paint, exterior detail


Question
 I just bought this car, and the car was sitting around and the bottom of the car was surrounded by grass, and the bottom part of the car's paint is almost new, cause the sun messed up the paint on top, the paint is on but not shiny and when you touch the top part of the car, your hands get full of paint, do you think that if I spray the car with clear, maybe the this could fix the paint, or look better, let me know your opinion, and if it's possible let me know how to prepare the paint, for clear.

Definitely don't spray clear on the car.  Unless you are somewhat skilled in painting, don't spray any color of paint on a car if you want it to look good.  It never comes out the way you think.  (No offense if you're skilled)
If my guess is correct, the car is red, as most Fiero's are.  Maybe that's the only color they came in :)  What you need to do is remove the oxidized paint from the car.  Bad oxidation, especially red, needs to be professionally done with a buffer and a 2 or 3 step process using different compounds.  Doing it by hand can only produce moderate success, but if you want to give it a try, grab some Meguiar's Dual Action Cleaner/Polish and a terry cloth rag and try some tight circular motion on some areas.  It will remove a lot of dead paint, so turn the rag as it gets loaded up.  Follow up with Meguiar's Cleaner Wax to even it out, and leave a little wax.  To prep for clearcoat, talk to a body shop expert, that is not my area.  A professional exterior detail should bring it back to a very nice deep shine if the paint hasn't oxidized beyond restoration.  Hope that helps.
