Auto body repair & detailing: Where to start, paint brush, soft towel

Brand new '06 Nissan Ultima. I need advice on how to go about fixing problem on my own.  Basically backed into an object.  Damage on rear bumper(plastic) is reletively minor....1 inch fingernail deep scratch and about 7 or so whitish blemishes that wont come out with alcohol.  Dealer wants $500 to complete estimating new paint of whole bumper and about 3 hours time.  I believe i can probably remove most of the outer blemishes hopefully with your advice, but then what about the deeper scratch?  Where to start and how to finish please, I do have touch up paint.

It sounds to bad to do a good job yourself. But if your just looking to make it less noticeable here's what you do. Buy some heavy duty rubbing compound and rub the area with a soft towel or rag rub it nice and hard this should take out any of the scratch that is above the paint. Then what you have left will have to be touched up with paint. I like to use a very small paint brush or the back of a match stick out of a book of matches. Take a scissors and cut the match at a angel to make a smaller tip. Keep the paint to just over the edge of the scratch.
