Auto body repair & detailing: Paint Problem, factory paint job, dodge dakota sport

I own a 2000 Dodge Dakota Sport Pickup. The color is Solar Yellow. I bought it new in 2000. I keep it washed and polished. We now have a problem with the clear coat peeling on the roof above the rear brake light.  We took it to a Dodge dealer asking if we could get it fixed by them as a courtesy since the warranty is 3 years or 36000 miles.  The district manager declined to fix it.
My question is what could cause a clear coat to peel  ?

The only way for clearcoat to peel is poor adhesion from the basecoat to the clearcoat from the factory paint job. Knowing this I would go back to the dealer and ask to speak to the manager. He might be able to at least give you a break on fixing it. Or to get you off his back he might help. Tell them you will go to your bank an reccomend they give no more loans to this dealership because they dont stand behind there work.
