Auto body repair & detailing: refinishing, naval jelly, wire brushing

1988 ford ranger p/u    
there are several rusted pits and small rusty holes on the roof of my pickup. I have wire brushed the pits and cleaned the areas according to the instructions on the naval jelly bottle.  filled the pits and holes with glazing and spot putty by BONDO and sanded the areas smooth, after that I primed the areas. the rusty pits have reappeared, the small holes are larger.
have I must have missed a step?
should the pits and holes be ground out instead of wire brushing?
is it necessary to weld a metal plug in the holes or will body filler with a backing plate do?  

Answer
Navel Jelly is a waste of time to bad you got scammed into thinking that would work. You will have to grind the metal clean use sheelmetal as a backer and weld the holes in. That is the only way to do it, I am sorry you did all that extra work for nothing!
