Car Alarms: Alpine SEC-8028 wont arm itself., car alarm installation, alarmtek

I have an Alpine SEC-8028 car alarm.  The  panic button works and will make the alarm go off, but it won't shut it off and won't arm the system, such as arming alarm, and locking the doors, etc.  Everything seems to light up and work, just not arming.  I do have a valet switch and tried setting that to reset system, didn't seem to work.  HELP!
