Car Alarms: 1996 VW Golf Alarm, vw golf, turning the key

I have just bought a used 1996 VW Golf and the alarm is activated whenever I
try and start the car. The first time this occurred I removed the first fuse
(from left to right) then when it happened again I tried all fuses and it was
the 13th that shut off the alarm. I'm wondering if this is in sequence or at
random? When I first got the car I could shut off the alarm my turning the
key to the left in the drivers side door. Not any longer.. Is there a way to
permanently disable the alarm? Any help would be much appreciated.
