BMW Repair: hi beams, brights, inorder

The hi beams will not shut off.  I had to take the fuses out inorder for them to turn off

Todd,
 what year and make of the vehicle do you have?  I have heard of this, and I think the problem lies in the relay for the brights.  I've heard of them getting stuck in the "bright" position because of it.  It could also be in the switch for the brights (turn signal)
