BMW Repair: 1994 318 Wont start, salvage yard, car wont start

Question
The lights on the dash come on but the car does not turn over. I had had it sitting at a mechanic for 2 almost years. He has given me excuse after excuse but showed no result. I was there when he tried to start it the lights came on but nothing else. He told me it was the alarm. I was told by someone else that the chip in the key had to be programed to the car but again I can't take the car to BMW without registration ............

Question -
I brought this BMW salvaged - it didn't come with a key. I got a key cut from BMW but the car wont start. I was told it was because the antitheft is kicking in and it does not recognize the key. The car has not been inspected and cant be inspected because it wont start. I can't take it to BMW because it won't start and I don't have a registration. I have had this car for 3years now and can't do anything with it.
Any suggestions on how to overide the computer to get started?

You said that BMW got you a new key,They didn't tell you that it had to be programed to the car?I didn't think that they had security in that year car.Do you have spark at all?Or fuel?When you go to start the car ,when you turn the key to the on position(first click) does security light up in the cluster?

Was there a security light?The car,if it had it the alarm itself would go off that is why I am confused as to the problem.The alarm would not cause it to not turn over just not to start.It would turn over but would not start.I would be checking the power to the starter when cranking or in the cranking mode.You did get it from a salvage yard and who knows what happened to get it there.And I live in Maine,sorry
