Cadillac Repair: Wont start, solinoid, battery connection

2000 Deville turn ignition car won't crank. however there is a clicking sound that keeps going for a while even if I let off the ignition. have checked battery connection all clean and tight battery holding 13.9 volts. it does not sound like solenoid click.

This is not a PK III transponder so-called anti-theft problem. I am not at the vehicle, but a good guess would be a bad starter.

If you have power at the solinoid with the ignition in the START position, there is only one thing it can be--the starter.
