I am considering buying a 327ci/350hp GM cheap and rebuilding, but I am concerned that the front of the engine has resting on the pulley/harmonic balancer for 15+ years. Thx in advance

That is a really good engine to use.  I have two of the 327's and love them.  If it has been sitting in the dirt for this long, it might not be a good idea to use, only because the rust and corrosion buildup on the block itself will eventually breakdown the cast material.  If it has been sitting somewhere other than the elements all should be ok.  My suggestion if you are rebuilding it it to have the block boiled and checked at a engine shop.  Anything else feel free to ask
