Hi my 1997 sebring convertible jki - the seat belts lock up sometimes, not all the time.  I have read that there is a connector under the seat?  Not sure what I'm looking for.  I checked all the fuses in the car.  Any ideas on what else I can look for?

When both the seat belts lock up together it implies that the electrical signal to the solenoid in each seat is absent. So I doubt it has to do with wiring between the seats and the control module for the system, but rather it is a power loss problem related to fuses. You could look closely at fuse 13 in the power box in the engine compartment (the frontmost/inboard most large fusem 20 amp) to see if it might have a subtle crack in its internal wire or not be cleanly/tightly inserted, and similarly check fuse 15 (10 amp) in the fuse box behind the left end cap of the dash. If the malfunction affects only one seat at a time then a local issue with the seat needs to be considered.
