vehicle is a dodge neon 2002 2.0L LE when i turn over the engion the engion goes form o rpms to red lining the rpms, and does not stop until i trun the key to the off possition.. OR when i put it in gear and it will run real awful to barley running and sputtering to almost bak firring the engins is what it sounds like to me...) and it is NOT an easily diagnosable mechanical problem with the butterfly, etc as you suggested.
Some other things that may help you diagnose it:  I just removed and replaces the manifold as part of replacing the plugs and wires. I followed the repair manual's steps BUT when following the last steps noticed that the lower of the two wires on the negative terminal is grounding out or somesuch and when connected keeps the car from operating, but if left unconnected and if the larger black plastic covered wire is connected, the engine starts and immediately revs to the red line.
I have double checked and it appears that ALL the vacuum lines and sensors I removed are properly reconected. My concern is that perhaps I accidentally disconnected one i am unaware of and hence have not reconnected OR something like the IAC or EGR is malfunctioning causing the problem.

PLEASE HELP I CANNOT MOVE THE CAR AS IT IS AND IT IS COLLECTING PARKING TICKETS DAILY>

Hi Jim,
Before I can offer any advice please tell me specifically what are the colors of the wires that you have disconnected, noticed are shorting, were connected to what sensor/actuator in your description that "the lower of the two wires on the negative terminal is grounding out or somesuch and when connected keeps the car from operating, but if left unconnected and if the larger black plastic covered wire is connected, the engine starts and immediately revs to the red line."
I can't suggest what is wrong without more specifics.
I can guess that the IAC may be fully 'open' which is a by-pass of the butterfly valve. It has 4 wires and plugs in at about the level of the butterfly shaft, on the side of the throttle body of course the TPS is right on that shaft and has three wires so don't confuse. But I need some color codes off the suspect wires to understand what is going on.
Have you tried for fault codes? 'On-off-on-off-on and leave on', doing that in 5 seconds or less elapsed time, using the ignition key. It may produce some 4-digit number in the odometer window which would be fault codes. If not, then can you borrow a code reader and plug it in to the socket under the dash next to the steering column?
