ok when i turn key it clicks but it wont turn ova it wont jump start is it a bad grown or is it starter

1 of 3 possibilities. Either a dead starter or a battery with a dead short or a seized engine. Since you didn't tell my the year,model, mileage etc., it's hard to isolate the problem. With a boost, verify that the starter clicks. If it does, shut the ignition off and try rotating the engine in both directions by the pulleys. If the starter clicks and the engine turns, replace the starter.
