Chrysler Repair: High Beam Light Malfunction, amp fuse, plymouth voyager

My high beam lights will not switch off.  The indicator light on the dash also remains on.  My vehicle is a 1994 Plymouth Voyager.  After reading about a similar problem on the internet forums, I purchased a Multifunction Switch (Turn signal/wiper/dimmer) from my local Chrysler dealership and installed the unit.  To my dismay, the high beam lights still will not turn off.  The other functions that the switch controls do work properly.  I can disable the lights by pulling the 40 amp fuse out of the power distribution centre under the hood, but this disables the low-beams also.

Answer
a whole bunch of possibilities.

1- In the power distribution box, switch the low beam relay with the ac relay. If the lights work properly, replace the relay.

2- Unplug the headlight bulbs and check for continuity with an ohmmeter from the ground terminal ( black wire) and the body of the van. If it reads infinity, run a new ground wire. Without a ground, the power enters the bulb on the low side and instead of grounding, feeds into the high side, through the dash to ground. While disconnected, try the lights and see if the high indicator switches on and off. If it does, 1 or both headlight bulbs are shorted internally.

Check on these more common problems and let me know. If everything checks out OK, I'll give you more homework to do.
