Chrysler Repair: rear window wiper function, dodge grand caravan, tension springs

Question
Hi, the rear window wiper functions in that when turned on, it goes back and
forth, but the wiper blade doesn't touch the window.  The blade is new, so it
must be the arm.  Is the arm adjustable? If so, how can I adjust it? If not, how do
I take the old one off to replace it?  The car is a 1993 Dodge Grand Caravan SE .
Thanks

Answer
Standard problem on every vehicle on the road. You don't need to replace the arm. When looking at the arm, start where the arm connects to the pivot. Move up the arm about 1 inch, There, you will see a round bump on the arm on both sides. This is the tensioner pivot. Carefully pull the arm away from the window, cover the glass around the pivot with lots of paper and soak where the arm pivots with a good rust penetrant ( wd40, liquid wrench, etc) Work the arm back and forth while dosing it every 15 to 30 seconds. The arm will become looser as you work it. When the arm slaps down on he glass from 2 to 3 inches, it's ready for use. When working, add the lubrication of wiper arms, (front and back)to the oil change "to do" list. If the arm loosens, but doesn't seem tight enough, your favorite parts store sells wiper arm tension springs that fit over the pivot for added tension.
