how do i open the hood to my 1994 plymouth voyager when the cable is broken at the hood end.

Hi Kat,
I can't guarantee you but I believe that if you look up from underneath, probably from just in front of the radiator, you will see the hood latch mechanism mounted on the top crossmember. The cable normally pulls on a spring-loaded lever which then releases the latch. So look for that lever with an attached return-spring and once you find it use a stick or rod to reach up and push the lever toward the driver's side of the van and the hood latch should release just as it does when the cable is attached to it.
