Code P1684

Car turns over but will not start.
Rough idles for a few seconds then dies.
Will run while spraying starting fluid.
Fuel injector pressure release expells air...no gas.
Can hear the fuel pump in the tank. Runs for a few seconds then quits..should it always run?

New battery yesterday. Just aquired the car and it was totally dead.

Kept dying at idle on the way home.

Will run when revved.

P1684 is a code that indicates that the memory has been cleared within the last 50 starts and not much more.  The fact that you can get it to run, even for just a few seconds tells me you've got enough fire.  You've got air spraying out of the injectors so that means you've got some pressure which only a working pump can provide.  

The pump should only run while the engine sees engine RPM.  Meaning, if it stalls out the pump shuts off.  Have you tried putting gas in the car?  You're providing a fuel source and it runs, my guess at this point is the fuel in the tank is either dead or there is none regardless of what the gauge says.
