Classic/Antique Car Repair: 55 plymouth belvedere, plymouth belvedere, max diameter

Question
This is in regard to the 11 inch front brake drum.  Everything is new with the exception of the drums themselves and the backing plate including of course the adjusting cams etc.  The problem is the driver side will adjust but the passenger side will not adjust to the point of making contact with the drum. The drum itself measures ll.062 inches which should be within maximum diameter, right?  So, are the new linings too thin (which doesnt sound right as the driver side works) or are the cams worn?  Neither one sounds reasonable, so I need your help, which is much appreciated.  Thanks in advance.  Ole  P.S.  I have searched but cant come up with max diameter for the drums.

Answer
The federal government issued standards for oversize brake drums close to 50 years ago. That is when they started stamping the oversize limit on the drum itself. Part of that ruling was that no brake drum should be re-installed in a car by a professional if it was known to be over .090" oversized. The fine was set at $200. So, that is the real oversized number. However back in the day when we were doing brake jobs on these cars when the drum was over .030" oversized we used a shim between the riveted brake shoe and the lining. We also used to arc grind the shoes to fit the new radius of the drum. If I were doing the job on you car I would start by taking the parts from one front wheel and moving them to the other side, like the drum and the shoes. Do them one at a time. It is possible that the shoes are bent or distorted on the right side. Try this and then get back to me.
