Hyundai Repair: my stop light, computer scope, mercury cougar

It's not my bulb or my fuse.. and my break light still break lights still wont work.. only the top break light works

 I have a 1997 Tiburon... my son has a 2000 Tiburon. I have the dash lights blinking problem but speedometer still works, dome light out and my tail lights work fine.  My son has some part of the tailights and license plate light out.  My right headlight blows a bulb every couple months and fog lights blow out within five minutes of replacing bulbs and/or fuse. None of our other fuses are ever bad. I installed new battery only a few months ago.  Alternator went out and changed it about a year ago. Still have my electrical problems.

I am not a mechanic, i signed up on this website as an auto paint expert and do not know why i get mechanical questions.  

I asked a Hyundai dealership service advisor these electrical question? and also asked if this was a common Tiburon problem?  He said "never heard of it on a Tiburon" and Hyundai dosn't keep track of common problems like "Consumer Digest" magazine. And for $90.00 would test it out on his computer scope.  I don't think this is a problem that shows up on a computer scope in my opinion - but could be wrong.  DeLonda, i think we need to shell out some bucks but first figure out if your mechanic is familiar with what you are talking about.  I wouldn't give the hyundai service advisor i talked to my business simply because he either was stupid or pretended to be stupid.  If you find a chat area where someone knows something about our problems please tell me about it also. (PS i had a girlfriend who took her Mercury Cougar to an auto electric repair facility for her intermittent lights problems and they charged her $900.00)

I had a chevrolet van with no tail lights and it simply was a bad ground connection that i found.
