Hyundai Repair: replacing a timing belt in a 1999 sonata, camshaft sprockets, crankshaft pulley

could you tell me the timing marks or how to figure it out so it lines up?also do you have to have a impact air wrench to get the harmonic balancer off and does the oil pan have to come off?

If you don't have an impact wrench, you can break the crankshaft pulley bolt loose by wedging a screwdriver in the flywheel teeth.  If there is no access cover at the bottom of the oil pan, you'll need to remove the starter to do this.

To give you information about the timing marks, I'll need to know what engine you have.

Each of the camshaft sprockets has a dot on the outer surface which aligns with a pointer on the corresponding valve cover.

There's a dimple on the flange on the back of the crank sprocket which aligns with a pointer on the front of the engine.  

If you haven't already removed the belt, turn the engine until everything's lined up before removing the belt.  That'll help you understand how everything aligns.  Beware of the rear bank cam.  If you move it too far away from the timed position with the belt off, it'll tend to snap away.
