QUESTION: what is the evap system? i'm working on ordering the new regulator

ANSWER: Your evap system catches and recurculates your fuel vapors to and from your fuel tank which helps a litle with your gas mileage, if this is bad or clogged it will wreak havoc on you.it is located near your gas tank, it should be a little black box with lines going in it(if your car is equipped with an evap system)

QUESTION: well i changed the regulator, no luck still no fuel spiting out the injectors. what would be next? it seems the injectors aren't getting a signal pulse. what do you think?

Answer
well if you have good fuel pressure are you sure your fuel pressure sensor is good and you have no kinks or bends causing a no fuel system? If you have fuel pressure then there should be fuel at the injectors, unless you have a bad fuel injection rail, which is not likely.
