Why  will   this  be   and can it  be water  in diesel   filter  that freeze and limit  diesel  flow ?

Answer
On a late model car the most common reason for failure to start when cold is indeed fuel contamination.  You may have to pump the tank empty and put in fresh diesel.  If Land Rover says the engine is all right, that is likely the next step.

You might try driving the vehicle till the low fuel light comes on, then go 20 more miles, and fill with fresh diesel and a bottle of strong diesel conditioner.  See if that does not cure your trouble
