Land Rover Repair: Gasket leaks, gasket leaks, valve job

I own a '99 Disco II, in April of this year it was running hot and coolant was leaking.  I had a valve job, replaced the plugs, wires, air filter, change oil and filter.  The leak was located with the Cylinder Heads, the mechanic performed the following per his work order R&R heads replace gaskets, replace heater plate gasket, repressure check.  as well as the above mentioned.  Well again, it is running hot and leaking.  The mechanic says the gasket near the water pump is leaking, is that the same gasket that was replaced in April? and how many gaskets are there in the vehicle?  The job in April cost me with parts and labor $2782.59 and he is now telling me to fix the leak, replace the gasket and water pump while he's there.  this job will cost me $700.00?  What's the deal, am I being charged again for a job that was previously done?  

Answer
The water pump is not normally removed as part of a valve job.  I don't know what was done in your particular case, though.

For example, if the car were in our shop we might have changed the water pump at the time of a valve job if it had a problem, but if so, you'd see that on the bill because it would be an additional piece of work.
