Mitsubishi Repair: wirring, left turn signal, dash lights

when i turn on my left turn signal all my dash lights blink, and if i have my lights off and i hit my brakes it turns on the running lights what could cause that

This can happen to indicate that one of your signal lights or brake lights is not working.  With your car running and parked, turn on the left turn signal, walk around the car and see if you see the proper lights illuminated and blinking.  You can also test by turning on your headlights, and by engaging your hazard lights.  Replace any bulbs that are not working.
