I OWN A MITSUBUSHI GALANT 1996.I WAS DRIVING LAST NIGHT AND THE CAR WAS SMOKING I PULLED OVER AND WAITED FOR 15 MIN TO RESTART THE CAR, THE CAR WOULD NOT START I JUST BOUGHT A NEW BATTERYLAST MONTH I WAS TOLD IT COULD BE THE STARTER IS THAT POSSIBLE.I ALSO WAS HEARING SOME CLICKING SOUNDS IN THE MOTOR.

If you notice that your car is particularly difficult to start  the colder the weather is, there is definitely a starter problem.  Most any mechanic can easily check the starter, and can determine if it needs to be replaced.  Starters are pretty standard components to install, and it shouldn't set you back too much money to have it replaced.
