Motorcycle Repair: Running on one cylinder and blowing fuses, honda cb450, right cylinder

I have a 1971 HONDA CB450 that is getting me to scratch my head.  I have done a bunch of maintenance to it (new plugs, caps, battery, adjust contact points, etc. all as per the clymer), and after it all, it keeps reverting to running on only the right cylinder.  Sometimes it runs on both, but it will then quit and run on only the right cylinder. When the left is running, it (the separate idle adjuster) doesn't rev as smoothly as the right cylinder does.  Feels like it's lagging for gas or power or something.  

Anyway, the best part is that it keeps blowing the 15A fuse.  I've checked everywhere for grounds and found nothing.  What the heck is up?  (I get spark in both plugs when I check.  The timing isn't perfect, but it's close.)

Josh, I'm guessing you are looking at fouled spark plug.  Try lifting the plug cap off about 1/4 inch and make the spark jump a larger gap.  If that makes the plug fire it's a fouled plug.  It could also be a carb that running too rich and the cylinder will drop out once the bike warms up.  

The short is a bit harder,  I'd start by unplugging all of the wires in the headlight and then start plugging them in one at a time.  Eventually, you will find which circuit is causing the short.
