Motorcycle Repair: 1964 duo glide electrical regulator or generator, volt system, voltage regulator

I have a 6 volt system, but when the bike is runing both the voltage regulator and the generator only output 1.2 or 1.1 volts.  Is there a way to tell if it is the voltage regulator or generator?  Also is there a way to adjust the voltage regulator for a larger voltage output?

You are not going to have to proper meters to do the testing. Since you are putting out some voltage make sure the points in the voltage regulator are clean and not burned. If they are then replace it. If they are ok, then you need to pull the generator and have it tested. the brushes might be bad or the armature in bad
