Motorcycle Repair: Vtwin brand 3-degree rake kit, head caps, v twin

QUESTION: Gday Mike,
I am currently working on a friends 89 softail fitting a new front end. He has provided me with a Vtwin brand 3-degree steering head bearing rake kit for the frame. Which is supposed to fit 89 and up softails. The major problem I am faced with is the steering head inside diameter is smaller than the new bearing caps provided, would I have to boar out the frame steering head to fit these items?
The other questions are, are they wrong or is the frame wrong or if I do boar the steering head will it weaken the frame?

You didnt give me a measurement of the difference between the steering head caps and the neck of the frame, but the bearing caps have to be slightly bigger so they dont turn. the bearing head caps have to be pressed in. Mic the head cap and the neck of the frame and let me know what you get.
