Motorcycle Repair: 99 Suzuki GSXR 750, suzuki gsxr 750, water temp

I just got this bike and put a transmission in it. Now when I ride it the water temp will run between 170-210 while riding, but when stopped at a light it went up to 242 F, do you know if thats to hot? also, when the bike starts to get around 200-240 F its hard to start, will act like that battery is dead, but if you open the throttle it starts to crank fast.....One last question, if your in 6th gear and are slowing down, but then downshift and start to take off, is it normal for the engine to chatter because you are still in to high of a gear? Sounds like possible valves...i know cars just a beginner with bikes...any help will be appreciated!

Sounds like its just the rear wheel chattering when you downshift. The tire doesnt have enough grip on the road to slow it down, so it skips across the road and then eventually will grip...
As far as the Temp issue, sounds like you dont have enough coolant in the system, sometimes when you refill, the system will "burp" thats when the thermostat opens and allows more room for coolant. Check the level again, i think you'll find out youre a little low on coolant..
