Motorcycle Repair: throttle and carb.???, cm400t honda, throttle return spring

Mark-  help, I  am  working  on  a  1980  cm400t  honda, after  cleaning  and  reinstalling the  carbs. The  throttle  now  does  not  spring  back  to  the  off  position. when  i  disconect  the  throttle  cables  the  hand  throttle  springs  to  the  wide  open  position  not  the  off  position. Also  the  spring  on  the  carbs  is  strong, in  wants  to  shut  down  the  throttle. ? WHAT  DID  I  DO  WRONG ?

Hi Tom,

The narrative description is a little confusing.

Usually, when the throttle return spring fails to close the throttle, the cables are improperly routed. Other causes include: twisted, pinched, bound, wrong cables, and rusted or non-lubricated cables, and reversed cables.

Does the return spring work properly with throttle cables unattached? Is the spring connected properly?

Can you send me digital images? Maybe I can see the problem. Otherwise, I have to be present to find the cause.
