Nissan Repair: 99 Nissan Quest Radio/Wiper intermittant power, quest radio, nissan quest

On occasion, when the car is turned on the wiper motor won't work (no power) and the radio also appears to have no power. It is usually fixed by turning off the ignition, then turning on the wipers, then starting the car (though sometimes this doesn't work on the 1st try). When the power is back, we find the radio still has the correct time and presets. The Nissan dealer said "that's a tough problem" and had no idea, followed by saying the wiper and radio are on different circuits. We know the clues are real, and the radio and wiper always behave this way together (never alone). What can be the problem? Could it be a circuit breaker? If so, how do we find the correct breaker?

The wiper and radio are on seperate circuits but they are both switched ignition.  And, the radio presets are another circuit still that is constant power and that is why the radio does not drop the presets.  I would think the key cylinder might be off a bit.  Jiggle the key and see if they work.  If not then we are probably looking at a switched relay from the power distribution box.  That is under the hood by the positive cable.
