Nissan Repair: 98 200sx simply wont pass smog..., smog check, chemtool

Hi...
I've been trying to sell my car since early November. When I took it to get smogged, it didn't pass emissions.  So I had the catalytic converter replaced, along with having the timing adjusted. While fixing the car, the mechanic reset the computer...So we took it back to get smogged and it didn't pass again. The emissions, this time were fine. Apparently the computer being reset was preventing it from passing.  My mechanic mentioned that '97 200sx's are notoriously known for not passing smog and gave me  drive cycle directions to follow... in order for it to pass again there was a cycle (a very specific cycle) that the car needed to go through. So after driving it over 90 miles and putting the front wheels up on jack stands to run the drive cycle twice.....  Still no luck.


I've heard of referees that grant waivers for those who've spent a certain amount (in my case - over a grand) on repairs for smogging purposes... What I don't understand is the emissions are fine.  And now that my computer was reset, it's not passing.  
Do you think a referee could help?
Is there a way to reset the computer that I don't know of?
Is it something about this model?

Simply do a tuneup and then get some Berrymans Chemtool and put it in the gastank and drive the car until you need to refill the car and it should be fine.  Be sure to use super unleaded and when you go back for SMOG check drive the car for thirty minutes and it should pass.
