There is a hollow rattle (loud) coming from the harmonic balancer area so I took the serpentine belt off and the noise stopped so I doubted that is was the balancer , so I replaced the water pump, the power steering pump,the belt tensioner pulley, now I'm back to the balancer. Would the noise stop even with a bad balancer?

Yes the balancers do go bad. There is a rubber insulator ring that hols the hub part of the balancer to the Pulley part of the balancer. The rubber wears out and the oulley becomes loose on the hib and the tension from the belt makes it worse You may not hear it with the belt off but once it's on you will. Good luck :)
