Answer
WHEN YOU REPLACED THE PILOT ASSEMBLY DID YOU ALSO GET A NEW THERMOCOUPLE?
THE PROBLEM COULD BE THE GAS VALVE ITSELF. THE PILOT HEATS LIGHTS, THE FLAME SENDS A SIGNAL THROUGH THE THERMOCOUPLE TO THE GAS VALVE TO HOLD THE PILOT LINE GAS SUPPLY OPEN. THEN THE GAS VALVE CAN OPEN WITH THE COMMAND FROM THE THERMOSTAT.
WHAT MODEL WATER HEATER??
