Small Engines (Lawn Mowers, etc.): John Deere 14PZ push mower starter cord, pop rivet gun, pop rivet tool

Question
Hello John, my 16 years old pawn mower’s (John Deere 14PZ) starter cord broke today, so I try to replace the broken cord with a new one. After reviewing the  part break down of this mower at the Site Addy  (following your advice to others)  I opened up the  recoil starter cover; unfortunately, my 14PZ mower’s recoil starter housing is secured down using 3 rivet like parts (it looks like a rivet but has a circular hole in the middle of its head)  instead of using screws and nuts as shown in the diagram (part #20 in the diagram): http://jdpc.deere.com/jdpc/servlet/com.deere.u90490.partscatalog.view.servlets.H... Would you advise me how to disassemble this recoil housing , so I can replace the broken cord? Thanks Jin

Answer
If you were to purchase a whole new starter assy, it would have
in the box with it the screws and nuts, as not everyone has a pop rivet gun.  One can drill out those rivets with a 3/16 drill, and replace with screws/nuts, or buy a pop rivet tool, or just unbolt
the shroud that the starter is riveted to and work on it that way.
