Small Engines (Lawn Mowers, etc.): troy bilt (rider) blade wont engage, safety switches, troy bilt

Question
is it possilbe that the blade wont engage because it set in a filed for 2 yrs.it has a eletric switch for it to engage in hoping to just take down and clean it good .the lite come on on dash that its getting power.i did test that so please let me know if u think it might be that 13hp briggs mod 28m707   type  011501   code 950ll94d code pls respond  thanks in advance

More than likely the clutch may be rusted stuck. There are 2 wires on the clutch that give it power. With the mower off and you siting on it so all the safety switches are on,turn the key on (don't start it) Then engaged the clutch you should here a clicking which means it is engaged. If you hear that then remove the clutch clean it and try it off the mower with the 2 wires if you see it engage then the problem is else where on the mower.
