Small Engines (Lawn Mowers, etc.): Toro 22 Self-propelled mower wont start, flywheel, spark plug


Question
I just took out the mower to cut the grass and it kicked over once and upon starting I heard a clunkitee, clunkitee noise deep in the engine.  It looks like the spark plug is wet but no spark.  However you can feel the voltage in the cable. When I inspected the piston, I noticed the valves are not moving after several turns of the flywheel.  I wanted to ask if this is normal.  Also, when moving the flywheel sometimes it is easy to move and others it sounds like metal on metal.

Just to be sure, remove the plug, and move the flywheel and see
if the blade moves with it, and if it is and the valves don't move,
the best course of action is to either get a new mower, or look for
a new engine online, as the cost of repair would insist on it.
