Small Engines (Lawn Mowers, etc.): 22 hp throttle, hp briggs, throttle lever

Hi I just got done rebuilding a 22 hp briggs and i'm sure the govener linkage is right compaired it to another motor the problem we are having is it idles way done almost kills the motor it so low but as soon as bump up the throttle lever it just opens all the up. I hope its just a adjustment or something I'm missing Any help wold be great. Motor seems to run fine just doesnt come off idle and accel smoothly its idle or wide open. Thanks Frank

adjustment Hopefully you are talking about the Briggs Intek, here is a pic
from their manual, my scanner is broken.
If this does not apply to your engine, please supply the model numbers.  If it is an OHV the numbers are on one of the valve covers,
If it is the old flathead, then the numbers are stamper either on the blower housing or near one of the spark plugs.
