Small Engines (Lawn Mowers, etc.): Briggs and Stratton mower gas tank leak, briggs and stratton, tank problem

I have a Briggs and Stratton mower (model #228510x8a) sold under the name of Scotts Self Propelled mower 6.0. It has not been used in a year or so and when I tried to use it gas seeped out from the seam in the gas tank, also one front whell wont rotate but it is not locked. The mower doesnt start.... could you please help? Thanks so much.

  Well to start, the gas leak makes the other two problems take a
back seat, for now.

If the tank is leaking at the seam, then it needs to be replaced.
Briggs and Stratton is very picky about the liability potential,
and they will replace the tank under warranty, but you need to contact them.
    Scotts was made by Murray, which went bankrupt a few years ago,
but were absorbed by Briggs and Stratton.

   The not starting problem could be almost anything, but you don't
want to try to start it with gas pouring out everywhere.
Let me know what state/country you live in, and I will try to get you some contact info to handle the tank problem, they will refer you to a local shop for replacement.
