Small Engines (Lawn Mowers, etc.): Tecumseh hssk50 runs then dies, crank case, o rings

If I had any hair I would have pulled it out by now!  I have a snow blower with a tecumseh hssk50 engine.  The enigine fires up, races high and then dies after 10 seconds. As it dies nothing can save it (choke,throttle etc...)and flames come out of the exhaust  The engine will not start again with out waiting 10-15 minutes.  I originally thought it was a carberator issue and replaced all jets, seals and o-rings with no luck.  Today I swapped carbs with an identical running engine.  Same issue.  Next I checked all sping settings and conpared them to my identical running engine.  The only thing I noticed is that the governor shaft had a little bit more in and out play.  I remove the crank case and inspected govenor.  Nothing out of the ordinary.  I pressed on the govenor shaft clip to eliminate the excess play.  I don't know what else to try. Any thoughts would be appreciated.
