Small Engines (Lawn Mowers, etc.): 5hp Honda mini-bike engine, starter cord, hp engine

I have a brand new honda 5 hp engine on a mini bike. My son laid it on it's side and the cylinder filled with oil. I tried to start the engine and pulled slowly but very hard on the starter cord and realized because it was spongy that the cylinder had filled with oil so I pulled the plug and sopped up the oil with a rag. I then tried to start it and it cranked up but then died right away and wouldn't restart. I found out the fuel tank was empty so filled it and tried to start it again but it wouldn't start. Oddly, it will only start if the fuel tank is empty and the fuel line has just enough gas to start it, then it dies. Any suggestions as to what's wrong?

What has happened is the breather is now clogged up with oil.Remove the breather and the screen and clean it also you can put some kerosene or diesel fuel down in the spark hole and pull it a few times drain the all the oil and the gas before you do this. try swishing the kerosene around to help clean the top part as oil is still up there and clogging the openings and fouling the plug. Install new plug after all looks clear,fill the fuel tank and the oil with fresh fluids.
