Small Engines (Lawn Mowers, etc.): Victa Lawnmaster 2 Stroke Mower, carburetor body, adjustment screws

Question
My Victa throttle control is giving me problems.  It starts fine in the normal fashion.  If I throttle to full it responds as if I moved the throttle to the shut down position.  If i move the throttle to a position just adjacent to the shut down position so it continues to run, it then revs excessively?

Usually a Breakdown of the Engine and Carburetor is All you Require to have as a Reference to Remove and Clean the Carburetor. If you DO Hit a Snag or Just Require More Detailed Instructions, Do Not Hesitate to Ask, Please. This should Show How the Carburetor is Attached to the Engine. Then Select the Carburetor File to See the Carburetor in Breakdown for Disassembly and Cleaning. **REMEMBER You Do Not have to Remove the Welch Plugs. The Following is the Instructions for Proper Carburetor Cleaning.  Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I Use Gunk). I have Found that Most People can Use a Breakdown/IPL and Disassemble the Carburetor Enough for Proper Cleaning. You Only have to Remove the Bowl, Float Pin, Float and Needle Valve (if Applicable) and Any Adjustment Screws that Go Into the Carburetor Body. The Welch Plugs Do Not have to be Removed. Then Soak the Carburetor Body and Parts in a 1 Gallon Can of Gunk Carburetor Cleaner Overnight. The Can has a Parts Tray Inside it for the Small Parts. Once the Carburetor and Parts are in the Cleaner, you can Replace the Lid for Safety and to Prevent Accidental Spillage. Then Blow Out the Passages with Compressed Air. Install New Parts if Required.
