Small Engines (Lawn Mowers, etc.): honda mower engine surge, honda mower, air filter oil

I have a Honda Harmony II HRT216 mower, 4 years old, with a 5.5 hp GCV160 engine.  The problem I have is that the engine surges.  This happens at any throttle speed, but does not occur when it is choked.  I have been mowing with the mower choked.  You can visibly see the governor moving back & forth.  When choked, the spring pulls the governor tight enough to prevent this movement.  You can also physically hold the governor to prevent the surging.  What can I do to fix this problem? Should I just keep mowing in the choke position? Just so you know I bought the mower used and have drained all the old gas out, replaced air filter & oil.  Plug looks to be in good condition, so did not replace.   

Any thoughts would be appreciated,

 Hello Josh:

 The Most Common cause for this Problem is the Carburator needing Cleaning. I Suggest you Clean and Rebuild the Carburator. Over Time the Gas Forms a Varnish Inside the Carburator and Restricts the flow of Gas Throught the Jets of the Carburator. Hope this Helps. Let me know what Happens, Please.
