Steering Column Repair: canceling cam and lock plate on a 86 jeep cj7, jeep cj7, chevrolet truck

I replaced the ign gear on said column and did not watch which I took off the lock plate....put it on by a guess but the canceling cam is hard to move under the lock plate, must have the lock plate on wrong?????? Is there a correct way it is to be installed?

I sounds like y may have the lock plate on in the wrong position.  It only goes on 1 way.
