Steering Column Repair: 90 jeep steering column, jeep steering column, wheel moves

I have a '90 Wrangler with a tilt column. The bolts just behind the pivot point have worked loose; so the steering wheel moves in a way that it shouldn't. I have the column torn down to the actual pivot mechanism. But, I'm not sure how remove it so I can tighten the other bolts. Any suggestions?
