Subaru Repair: Draining Gas out, fuel supply system, subaru legacy

I have a 95 Subaru Legacy that I plan to store for my oldest daughter 1st car.  It will be in storage for 3 years.  I will put it on the back acreage here at home, and tarp it.

I noticed that there is still 3/4 tank of gas (nearly full).  I tried to siphon it out, but apparently there is a siphon lock inside the tank.  I could not locate a petcock on the tank to drain it out.  Is there some other way I can reduce the amount of fuel in the tank?  Should I take it out?  I cannot drive the car right now as I have let the insurance and tabs lapse.  

We have very hot summers and very cold winters.
Any advise gladly accepted.

Some Subarus of that vintage have a drain plug it is hard to see as it will usually be covered in undercoating and road grime.There is no rhyme or reason but they do not all have the plug.You can remove the out put line from the fuel filter,plug off the line to the fuel rail, attach a longer hose to the fuel filter put that hose in a gas can and cycle the key to the ON position only this would have to done multiple times as the fuel pump only comes on for a moment to set rail pressure during that time.DO NOT crank the engine over as this is not a safe thing to do when you have gone into the fuel supply system.And please use caution.Also i understand what you are trying to do but i have to tell you that in 3 years you may have a lot of trouble bringing the little Subaru back to life as it has a lot of electronic items on it that may under long term outdoor storage fail to work properly.
